Second protect does not work when primary sounds alarm

When alarm #1 senses smoke, it does not announce on alarm #2.  It used to.  However, when alarm is silenced, it announces it everywhere.

• When did the issue first occur?
• Do you receive the notifications in the Nest app or Google Home app?
