Avoid thermostat running when outside it not cold

For example if I set the temperature to run at 11 am at 17*C.

How can I avoid to start running if outside it’s 15*C which clearly I don’t need heating?

Is there a way to restrict the thermostat to run if weather is higher than certain temperatures?

It sounds like you're looking for a way to optimize your Nest Thermostat based on the outside temperature. While the Nest Thermostat itself doesn't have a direct feature to restrict heating when the weather is above a certain temperature, you can achieve a similar effect by using geofencing.

Consider setting up a geofencing feature on your Nest app, which uses your phone's location to determine whether you're home or away. This way, if the outside temperature is already comfortable, your thermostat won't kick in unnecessarily. With this, a specific setting for the Nest Thermostat is not yet an option.
