Cannot set hot water start time for 15 past the hour or 45 past the hour

Why cannot I set the hot water start time to be starting at 15 minutes past the hour or 45 minutes past the hour

The only options are to start at the top of the hour or 30 minutes e.g.  06.00 or 06.30 via the web browser
