Heat Link Dead

Hi, our heat link has suddenly stopped working today, I have two Nest thermostats in the house controlling different heating circuits. One heat link is working normally, the other has no lights on  at all, I have measured the input voltage and am getting 230V. The thermostat is approximately 18 months old. Please can you advise how I can get a new heat link. Thanks Neil

Could you tell me please when did the situation start occurring first and when was the thermostat installed?

Also, please answer to the following questions:

Are there any lights on the Heat Link? Does the boiler activate when calling for heat by pressing the Heat Link's button to activate Manual Mode?
Are you seeing any wiring report or error on the thermostat and/or the app?
Have you had any recent power cuts in your area? If yes, has the power been restored?
Have you recently had service or maintenance on your electrical, plumbing, or heating system?
If yes, how long was the power off for? (Be specific.)
Could you tell us please if you've checked on the breaker switch and fuse box?
Any blown fuse in there? Have you tried to turn the breaker switch off and on again? Any difference?

Thanks for the swift response, to clarify my level of knowledge, I am a qualified electrician. The thermostat was installed roughly 18 months ago. 
There are no lights on the heat link and the button does nothing.
The thermostat it is connected to has now gone flat and the app is telling me the thermostat is offline.

We had a power cut a month ago (storm Eunice) for around 8 hours, the thermostat came back online without any issues and we have had no power cuts since.

We haven’t had any maintenance work carried out on the electrical or plumbing systems.

All trips and fuses are on and I have tried turning the power off and on.

I have also tried resetting the heat link, holding the button down for 10 seconds and when that did nothing 20 seconds.

There is 230 volts going into the unit.
