Heat Pump Back-up Electric Heat Lock Out

Is there a setting in the thermostat for the maximum ambient temperature that the thermostat would energize the electric back-up heat in my heat pump? I was told by our HVAC guy that competing thermostats do provide this setting (e.g. in his house). I want to lock out the electric coil if ambient is above 35F.

Yes you can do so by 1) set to off the heat pump balance options in the nest sense options on thermostat and 2) set the lock out temperature in settings -> equipment -> heat pump

Doesn't that option only lock out the 'heat pump' if the outside temperature drops below the set temperature? That is the opposite of what the OP wants. He needs to lock out the electric heat if the temperature is above 35 degrees and force it to only use the heat pump. This is a requirement for Washington state installs and have found no thermostats which actually work like this.
