Heat link not connecting

Have read all the threads followed all the advise and am failing to connect by blue flashing heat link to thermostat, incredibly annoying,

I have the same problem not even getting blue light to flash even after following H71 reset tips phoned nest help via ring back call back received waited 27 mins no person available
