Heating on even when Nest thinks it’s off

I have 2 Nest Gen 3 thermostats. Both are plugged into the power using the supplied cable into a wall socket. One controls one zone and the other controls one zone and the hot water. I’ve noticed that my heating boiler comes on for about 30 seconds every 10 mins or so. It just comes on for 30secs and then goes off. It’s using all my oil. What might be the problem? I have read about possibly needing a C wire but this doesn’t seem to apply in my case as I am using the supplied cable plugged into a wall socket so it should be receiving a constant power supply.  Help greatly appreciated as it’s using all my (expensive) oil. 

I have checked my usage in the app and it shows that the system is off all the time even though I know it was on (intermittently)

 

to diagnose I 

- turned the Nests to OFF - but still the heating boiler kept coming on

- disconnected power to the Nests - this resolved the problem and the heating stopped randomly coming on but this is not a solution
