My nest thermostat 3rd gen is a set to 70°f and is reading a 69°f and has been like that for a while yet the heat isn't turning on.

I believe there is about a three degree margin, maybe less, not sure on the 3rd gen. It is to keep your heat and air from recycling on and off too often. It is more efficient to run for longer periods than to turn on, heat up then only run for about 5 mins., then kick off. So, once it gets to about 68,or 67 it comes on, runs a little longer, kicks off at 72, and waits to cool until it needs to come on. these are just examples, can't remember what the actual temps are.

Try turning the set point up a bit I am sure it’s too close to the actual temperature
