I’m Moving and after I factory reset does the thermostat still control the temp manually

Thanks for reaching out to the Google Nest Community. 

If what you did was to reset the account connection settings of your thermostat, anyone can still manually change the temperature or the modes of it. However if you reset all the settings of it, it needs to be set up before someone can make use of it via the Google Home/Nest app or even manually.
