Nest Learning Thermostat- Fan Coil Unit- Opening cooling valve and heating valve at the same time

When calling for cooling, the nest work for the first 10-15 minutes. Then temperate-warm air begging to blow out. When I checked the fan coil unit, both valves were open while under cooling. I thought that the nest was faulty, so I tried another one with the same result. When I pulled out the W1 wire ,which commands heat, the valve closed and cooling worked perfectly. In what instance would the Nest call for both valves to open.

I have a second nest thermostat in the apartment for a separate fan coil unit, same model and brand, just a larger unit, and I am not having the same problem. I tried both thermostats on this unit and it worked fine.
