Having e103 errors and condenser will not come on. Fan will run for short periods of time but nothing else. Restarted nest and same problem. Is the nest broken?

Getting this E103 on your Nest Learning Thermostat means something about the power it is getting from your HVAC unit. We could check the wire configuration and update the wire settings in your thermostat.
