Nest Thermostat not heating - last season worked fine, another Nest works fine in same location.

I have two Nest Thermostats. Identical, in two locations. One will not turn on the heat (even though it did so last winter and we haven't changed anything). When I bring the other thermostat to the same location, it turns on the heat just fine. 

The thermostat allows me to program the heat (turn the heat up), but it simply doesn't do anything. It doesn't turn orange and doesn't turn on the heat. I've rebooted, tried changing the settings. Nothing is working.
