Hi,
I am experiencing this exact problem. I can restart with the method of holding down the ring, but however way I turn it, it is unresponsive. I tried unmounting from the base and charging it with USB for an hour. But the next morning it is turned off due to a lack of power. When it did have power, the ring still did not respond. Even when freshly charged for over an hour.
On reddit I've found a post showing me how to create a txt file and upload it to the thermostat. I haven't done that yet, but I am getting close to trying that method.
I could randomly fill out the form I found in the linked post, but I'm not sure that will do anything. Please advise on the next step for me.

Hello ThomasAD,
Thank you for reaching out and sharing your experience with the Nest Thermostat outer ring issue. We understand the frustration you're facing, and we appreciate your efforts in attempting various troubleshooting steps.
It's concerning to hear that your thermostat's outer ring remains unresponsive despite your attempts to restart it and charge it via USB. If your PC is not recognizing the thermostat, you may want to try using a different USB cable or connecting to a different USB port. Also, ensure that your PC's operating system and drivers are up-to-date.
Let me know how it goes.
Best regards,
Mark

Hiya Mark,
I work in IT, so I strive to keep my pc up-to-date as much as possible. So this was probably not the issue.
I've tried a couplt of things, such as charging it with a USB cable and reconnecting it to the dock. And connecting the dock to USB power, with the Nest connected to it directly. Nothing works. So I've come to the conclusion that it's broken. I've replaced the old, non-smart thermostat and there are no more issues. I will likely be deleting my Nest account, or removing the thermostat from my Google account. This is also due to the fact that I live in a rental apartment where I cannot change the boiler. So I'm limited by my surroundings.
