Nest Thermostats are connected but does not egage Heating system

This is an odd Nest issue.  I have four zones in my house.  Three nest theromstats on different floors.  My 1st foor I am on my 2nd Nest Termonstat.   The issue is the Nest looks like it is calling for heat shows the orange dial but no heat comes to the 1st floor.  Nothing is wrong with Wiring or the base.  We have two wires RH and W1 that are active.  We know this becasue we can take the Nest THermosntat from another location in the house and place into the base we get heat on the 1st floor.    Can these Nest THermonstats be reprogrammed or can we reload the firmware?  THere is plenty of power to the theromstat.  Updated indciates was last updated April 12th 2022.

Any suggestions?  THinking about connecting the old non-smart Thermstat?

Thanks for posting here in the Google Nest Community. We'd be happy to take a look into this for you. If I may ask, is the Nest Thermostat connected directly to your HVAC or is it connected to your zoning system? 

Also, please send us photos of your Nest Thermostat wiring, HVAC wiring, and zoning control board wiring.
