Will the Nest Thermostat work without wifi and without downloading an app?

No, setup requires Wi-Fi and the Nest or Home app, depending on the model.
However, once setup, you can use it without Wi-Fi or the app, you just lose a lot of its smart features.

The comma in my reply was pretty important.
Regardless of model, they all need WI-Fi and the Nest or Home app for setup.
The model determines the app you need, not whether Wi-Fi/an app is required.
