Simply trying to connect a second household member. When I go through settings to enter 6 digit key, when I get to that screen, device says “this device is connect to a network .”

The way you add a second household member is NOT by installing the thermostat on their phone, but by going to Settings | Household in the Google Home app on the owner's phone and adding the other person as a member of your "household". The other person has to have a Google (gmail) Account.
