Nest only showing heat mode no cooling mode

Hi everyone , my nest been working over the winter no problem and yesterday  it was starting to be summer weather and for some reason my nest only shows heat in the mode selection i do live in a condo where the air condition hasn't been switched on by the building not sure if this effects.

If the building controls when the AC is available, it will affect how the Nest thermostat operates
