No heat except when Safety temperature reached. Software bug?

Thermostat (1st gen Nest) won't turn on heating on in any of the modes, incl. Eco. But heating comes on for a few minutes when temperature drops below safety temperature (45 degrees). Changing "Home" vs. "Away" doesn't help. Changing how the thermostat detects home/away status also doesn't help. Changing what thermostat does when "away" doesn't help. Clearing schedule doesn't help. I am not at the property to try a factory reset.

Looking for some via-app trickery to make it heat

This seems to be a pretty serious software issue. Thermostat shows

Found a workaround that helped me. I hope it helps others:

  1. Set your heat temperature to well above "safety", say 55F.
  2. Turn off "Safety temperature".
  3. You thermostat should start heating immediately and should remain on until it  reaches the temperature you set in 1.
  4. You can then return your safety setting but keep Eco or scheduled heat well above "safety"
