Received a replacement Nest E thermostat and it will not find any wifi networks

I have reset the thermostat network settings, restarted the thermostat and reset the Rogers Ignite modem. I also spoke with Rogers support who confirmed all modem settings are correct. In fact the thermostat will not find any nearby networks. My cell phone when placed right next to the thermostat, detects several networks. I can't help but think the replacement thermostat has a problem with the wifi chip. Any help would be appreciated.
