Thermostat doesn't stop running.

My heater will run until it reaches the desired temperature and then it shuts off for about 30 seconds before turning back on. Then it will run the fan nonstop. The thermostat says it'll take 2+ hours to reach temperature but it's already there. The only way to fix it is to change it from heat to off or if that doesn't work cut power to the furnace.
