For heating with a boiler system, the thermostats are only controlling the individual zone valves and the boiler will only fire to maintain the temperature in it's internal tank within it's set temperature range. What's happening is that the temperature of the water in that tank internal tank is falling below the low set point so the boiler is firing to raise the temperature back up to the high set point.
