Time zone used in the Google Takeout Nest thermostat data files

I periodically download our Nest Learning Thermostat data using Google Takeout and chart the long-term temperature and humidity trends at home in Google Sheets.  However, I noticed that the time of day recorded by our Nest Thermostat (it measures T and RH every 15 minutes) is shifted by 5 hrs, since it seems to use UTC, instead of EST in my case.  Is this normal for such local applications?  I do not think this issue is well documented.

      2. Click on the feedback option (bottom right side of the website).
