ac fan will not work on auto function

My Nest learning thermostat 2nd generation will not turn on the fan unless I turn it on manually. It is supposed to turn on and off automatically as needed to cool the house. MY HVAC company installed it and has been back out since then but doesn't seem to know how to fix the issue. My ac was working perfectly before upgrading thermostats.

I have the 3rd generation Nest and today I have the exact same problem with not turning on the fan. My AC company was out today for service and could not figure out the problem. Any suggestions?
