Installing new Nest Router, during installation, device fails to see my ISP network. So setup fails

If you connect a PC to the ISP modem with the same cable you put into Nest Wifi WAN port, what happens? Does it get internet? What IP do you get, a global one or local/ RFC 1918 one?

I was able to get the router to complete the installation process, thanks for the help.

However, I think I'll see if I can find a local pro, to help me complete the new network design I'm looking for.
