Nest Detect won't reset. Light just stays solid blue after following reset steps. Light doesnt blink

I moved and setup a new network. One of my nest detect sensors won't reset to the blinking blue light. It just stays solid blue after factory reset. I can factory reset by holding button down, then it turns yellow, then back to solid blue that never turns off. Nest app won't recognize it. None of my other sensors had this issue
