I’m receiving an “Access blocked: <App Name> has not completed Google verification process” error during sign-in to my app. What's wrong?

This error is shown to unregistered test users during sign-in flow for projects that officially haven't launched yet. For projects that are still in the development phase, each test user (maximum 100 allowed) must be registered from the Google Cloud console as described in the developer guide.
