I can’t finish the nest hub installation
after choosing the language the next step shows me error 83902 error domain
what should I do

What language do you have set in your phone's settings app, as well as in the Google Home app?
If not set to English, try changing them to English?

Bitbit, did changing your phone's language to ENG-US work? If not, try uninstalling and reinstalling your Google Home app. Resetting your Google Nest Hub might work too. Also, make sure your using a private home network and regular Google Account.
