App is so bad

Google home mini 2nd gen say to download the app. I downloaded it set it up now the app says it needs to be activated isn't that what the app does now I'm just going in circles trying to set this up and nothing is working....

We haven't encountered this, so I don't know if this will help you, but Google Nest has this post on Device Activation problems:
