Call ONLY Household contacts

Can I block access to my google account contacts and keep calling my household contacts? When I try to do it it tells me that it cannot call because it does not have permissions but the home contacts are supposed to be accessible to everyone regardless of the google account, right? I know I can block access to all personal information but I am only interested in blocking access to non-household contacts. Thanks.
