I frequently use my Google Home Assistant to set a timer when I'm cooking. Typically in the form of 'OK Google, set a timer for 1 hour'.
However recently the response to this changed to 'OK, Setting a timer for 1 hour on two lights'. It then proceeds to set a 1 hour timer on 2 lights in a different room (which actually has 5 lights). If I say 'OK Google, set a timer for 60 minutes' I get the correct and expected response of 'OK, Setting a timer for 1 hour'.

I know how it feels when something isn’t working as it should, let’s get this resolved. A few things: which Nest speaker? When did your issue begin? Were there any recent changes made? What steps have you tried so far?
Try to reboot your Nest speaker and your WIFi router so we can refresh both devices and WiFi signal.

Thanks for trying that, You can do a full reset on your Nest Hub and set it up again as a new device. Once done with the setup, say this command, say"Hey Google" then "Sync my devices". Once it acknowledges the command, try the feature again and see if it will make a difference.
