Having issue setting up my newly purchased (2nd hand) Nest Max Hub's Nest Cam. Reset all network and devices in question but keep getting error after few minutes of waiting after QR scanned for the setup.

Thank you for bringing up the concern you're experiencing, I would love to look into this further for you. The first troubleshooting step that I'd recommend would be to restart your device. This process should keep all your settings, and reconnect it to the same Wi-Fi network. This is helpful if it ever freezes, has connection problems, or isn't working normally.

Yeah I'm pretty tech savvy. Done basics like rebooting all network equipment. This was an initial setup from a 2nd hand purchase. Did a factory reset and setup. Still same issues with nest cam (via hub max) in the home app. Times out after scanning QR.

Glad to see you have tried many troubleshooting steps. Have you tried to factory reset the device? This is different from a restart. I would look over the process, which is found here, and let me know how it goes.
