When past onwer takes of nest hub off thier google home but

How to fix when it says the past owner of the hub need to take it off thier google home and they do but still won't work

The previous owner of the Nest Hub needs to "Remove" or "Forget" the device in the Google Home app while it is still on the previous owner's Wi-Fi, and then perform a factory reset.

Otherwise you may need to contact Google Nest Support to see if they can override their limitations on the device: https://support.google.com/googlenest/gethelp
