Chromecast turns on at full volume

When my chromcast is turned off and the Google home automation tells the chromcast to turn on at 5% volume it turns on with full volume instead, how can I fix that?

I tried setting the volume to 5% precent before power off but nothing changed.

I also tried adding a command to turn down the Chromecast volume after power up in a separate command but nothing changed.
