I'm sorry, but it's not possible to directly connect a Chromecast to a Roku TV. Chromecast and Roku are separate streaming devices with different operating systems and functionalities. However, there are alternative ways to stream content from your phone or computer to a Roku TV:
Screen Mirroring: Most Roku TVs support screen mirroring, which allows you to mirror the display of your Android, Windows, or macOS device onto the TV screen. On your device, go to the settings menu and enable screen mirroring, then select your Roku TV from the available devices.
Roku Mobile App: Download the Roku mobile app on your smartphone or tablet from the App Store or Google Play Store. Open the app, connect it to your Roku TV, and use the app to cast videos, photos, and music from your mobile device to your TV.
Third-Party Apps: Some third-party apps, like AllCast and Plex, allow you to cast content from your phone or computer to a Roku TV. Install the desired app on your device, follow the instructions to set it up, and use it to stream content to your TV.
Roku Media Player: If you have media files (videos, photos, music) stored on a USB drive or a media server on your home network, you can use the Roku Media Player app on your Roku TV to access and play them.
Keep in mind that these methods may have limitations and not all content or apps may be compatible with screen mirroring or third-party apps. It's always a good idea to check the specific capabilities and supported features of your Roku TV model.

Assuming you are talking about an actual TV that has Roku installed, if your TV has an open HDMI port, plug the Chromecast device into that port and then use your TV's remote to set the input/source to that port.
Just like you would if you wanted to connect a Game System to that TV.
Then, use the Google Home app on your phone or tablet to setup your Chromecast device.
After that, just switch input ports using your TV's remote and use any of the 10s of thousands of cast-enabled apps on your phone or tablet to cast content to the Chromecast and your TV.
