why is volume louder on youtube vs youtube tv ?

new google streamer 4k user and its updated to latest sw, why is the volume so much louder when using youtube app ?  when i switch to youtube tv, its much quieter and i have to fool with the volume.

its just the youtube apps

its fine just using a TV, but i have a home theater receiver connected where this issue happens
