This speaker works fine... This is all this speaker does (2 white dots)- It is completely unresponsive and is not visible in the Google App.

Perhaps I am not being specific enough. The speaker is UNRESPONSIVE to everything. It cannot be set up in the Google Home app as it cannot even be identified. I have a set of these speakers. One of them work just fine, the other does nothing.
