Set up new 4th Gen NEST and it's not maintaining set temperature, have redone set up , have disabled ECO and now on manual to maintain a steady temperature. How does one fix this ?

Just installed a new NEST and it heats up more than set temperature, I have disabled ECO and schedule mode. But, yet unable to control the temperature
