Why can't we change arrangement order (of nest cams, doorbell, thermostats)on my main nest cam page?

It has been a common complaint for a long time.  The Nest app/site aren't really being updated any more, they're phasing it out for the Home app, so I wouldn't expect the situation to change at this point.  The workaround is to change the names of the "rooms" the devices are placed in such that the first character is in alphanumeric order to how you want them to appear.  For example,  "1. Front Door",  "2. Basement".

Thanks Jay, so will the Home App be better? If so, when can we use/migrate to it?

I'm surprised you're not already using it, you'll need to migrate to a Google account first if you haven't already done so but after that it's just a matter of installing the Home app on a phone that is logged into your Google account and your Nest devices should be there.

Note that using the Home app won't actually solve your problem, but it does organize things in a different way that you may or may not find better.

Officially, no.  But you may or may not have luck using an Android emulator like bluestacks.
