I got a used drop cam camera as a gift from a friend and I just wanted to be sure that the camera it's not connected to his account anymore. I tried factory resetting the camera and it does not work, I was able to add it to my account but I just want to be sure that the previous owner cannot see any of my videos. Can anyone help?

Since there is no factory reset button on the Nest Dropcam and a factory reset is accomplished by removing the device in the Google Nest app (see link below), and since you did not get a "connected to another account" error message when you added the camera to your account, it seems your friend removed the device from their account and no longer has any access to it.

I did not get any message about the camera being connected to another account.
I don't think my friend removed the camera from his account and I lost contact with him and I just want to be sure that he cannot have access to it now that I added to my account.

One thing I know for sure, he never merged the camera to the google account.

I can't answer your question for sure. The older Dropcam may be different, but new owners of Google Nest cameras since then seem to encounter the "connected to another account" error if the previous owner has not removed the camera from their account.
But it does seem pretty weird and a violation of basic security if Google Nest would allow two different customers access to the same camera.
