Nest outdoor camera loud whining noise

I have an outdoor nest camera that is around 5 years old. I've noticed that it was offline for hours at a time until it wouldn't reconnect at all. I have 3 other nest cameras that work fine but this one is the oldest. When I went outside it had a loud whining noise coming from camera. I unplugged it for a few mins and then uninstalled and brought everything inside. The camera would power on but not connect to wifi and I was right next to my router. I removed camera from account and tried again, nothing. I have another outdoor camera and plugged it into that power adapter still no connection to wifi. I reset router, still nothing. Tried everything again multiple times nothing. Power would come on sporadically with flashing blue light but then it goes out. Upon inspecting the entire unit (camera, power adapter and cables I noticed that the cable to the camera is all dry rotted and wire is exposed. What can be done to remedy this situation?

Inspected my other outdoor nest cam which is around 4.5 - 5 years old and the wire casing to that camera is peeling and dry rotted as well. This camera still functions. I wrapped electrical tape around the areas where wires are showing.
