How do I stop the green box (and the annoying voice) over the TV shows?

This green box — is it like a different colored pixelation that is happening while you’re watching shows? This annoying voice — is it the Google Assistant that’s telling everything that is going on in the show? Kindly help us more by giving more details so we’ll know what’s going on and we can accurately help you.
