For my "Away" routine, I would like to play music for my cats via my Google home speaker. However, the only my lights and cameras are available on the list devices to create actions.
I tried working around this by creating a custom routine, but custom routines cannot use the "Away" presence detection as a starter condition. It appears I've exhausted all of my options.

Currently, it is not possible to use a Google Home speaker as a device trigger for routines based on the "Away" presence detection. This is because Google Home speakers are not considered as presence detection devices.
However, you can use a workaround to achieve your desired outcome. Instead of using the "Away" routine, you can create a custom routine that is triggered by a specific voice command, such as "Hey Google, play music for my cats". In this routine, you can add an action to play the desired music on your Google Home speaker.
To create a custom routine, follow these steps:
Once you have created the custom routine, you can trigger it by using the voice command you specified. This will play the selected music on your Google Home speaker, even if you are not physically present in the house.
While it may not be an ideal solution, this workaround should allow you to achieve your desired outcome until Google adds the functionality for Google Home speakers to be used as presence detection devices in routines.
