I am not sure I fully understand what you are asking. However in general, a Z-Wave device connects to a Z-Wave compatible hub. Then that system, if supported, can be integrated into Google Home. A Z-Wave device without a hub cannot be directly connected to Google Home.

Do I need a hub to connect my conexis L1 (with already installed zwave2) with my phone?

Full disclosure - I, personally, am not familiar with a "conexis L1". Your question might be better answered talking to that manufacturer. However, generally, as noted, a Z-Wave device will connect to a Z-Wave hub. All the Z-Wave devices in a home connect to the hub. What you can do with that hub is dependant on the hub you have. The hubs, in turn, connects to the internet and allows a user to manage devices connected to it via a mobile phone. Also, most hubs allow for integration into voice enabled service like Google Home.
