If I have a thermostat locked to a certain temperature can a renter go and unconnect from my wifi so I can't keep thermostat locked anyway ?

If your renter disconnects the WiFi that the Nest Thermostat is linked to, you loose remote connectivity and control. . The nest will remain Locked and maintain the set point(s) temperature range. They cannot reset the Nest Thermostat unless they figure out the 4-digit lock PIN you set. Even if they manage to guess the lock pin and unlock it, the nest thermostat will be registered to your Nest account and cannot be re-registered to any other account.
Depending on what state you are in, there may have Landlord Tenant laws that prevent the landlord from controlling the HVAC system by locking the tenant out of controlling the Heating and/or Cooling.

If a renter completely disconnects thermostat from your Wi-Fi, it would prevent you from maintaining remote control and lock functionality. However, it's important to convey and address such problems with your renter to ensure a mutual understanding and adherence to the agreed-upon terms of use for the thermostat.
I encountered the same issue, a few years back while I was working for an AI services provider and machine learning expert. I kind of followed the same thing.
