Can I simply shut down without factory resetting my Google WiFi network to set up a new google Nest WiFi Pro network?  Will my Smart Home devices reconnect if I give the new network the same network name and password as the older Google WiFi network?

No, you'd need to factory reset your existing network to setup an entirely new one:

Indeed, if you use the same network name and password when you set up your Wifi network again, your devices should automatically reconnect to Wifi.
