Google WiFi flashes red when Internet lost and the I have no Wi-Fi for local devices

I have the Google WiFi connected directly to a modem via PPPoE for Fixed Wireless Broadband. If the Internet is down the Google WiFi puck flashes red and I don't have any WiFi in the house. So I cannot connect to local WiFi devices which is annoying.

If I connected the modem to a router and then to the Google WiFi via Ethernet would the puck still stop working when the Internet is down?
