The Google Wifi puck(s) are factory reset and ready for setup?
Are all units bought for the same region/ country?
Have you tried from a different device (Android, iOS or iPadOS) with the Google Home app, same Google account?
Have you tried adding the Google Wifi point while it being connected by ethernet cable to the Nest Wifi router LAN port? Then remove ethernet cable afterwards.

Thanks for the help. i had tried all of these with no luck. it turns out i had to put my nest router though a switch and connect each device with an ethernet cable.
all good now
