Hi Experts,
We have a smart home action on google, which was working fine since 2018 and no changes made. However since last two days when someone try to add device and do account linking, immediately after account linking we get Sync request and this sync request is also honored by server successfully. However user gets an error that our action can not be reached at this time. When we analyzed the logs we found following errors in the log
SYNC: Request ID xxxxxxxxxxxxxxxx update devices failed: RESOURCE_EXHAUSTED
When we check project quota, all usages are showing 0. We are not able to figure out what resource is exhausted and where.
Can someone please help?

Can you create a ticket on the public issue tracker with the most recent replication of your issue ? Also, please provide the logs regarding the account exchanges along with the SYNC , EXECUTE and QUERY (request/response) and screenshots of the issue.
