Cannot set volume of a specific speaker within a group

I have a speaker group named All that contains my Google Home and two Nest Mini speakers.

After casting Spotify to the All group, I am no longer able to tell one of the speakers to set the volume of a different speaker.  When I give Google Home the command set the living room speaker volume to 4, it sets the Google Home speaker to level 4.   If I'm in the master bedrooms, and I say set the living room speaker volume to 4, it sets the master bedroom speaker to level 4.  It always sets the volume of the speaker that I'm talking to rather than the one I name in the command.

I spent 2 hours on the phone with Google support, and didn't get any further.  My case is 7-############2390.

Is anyone else experiencing the same problem?
