Lack of Portuguese again (European)

Vodafone Portugal launched their new Set-Top Box, an android box with google asssitant in European Portuguese.

Cool, BUT...

Why can Vodafone manage to deliver a product in Portugal with G.A. in European Portuguese, and those are great news, while Google itself can't? Why?

Lot's of other companies launch products with Google Assistant in European Portuguese.

But, apparently Google can't do it on any Nest Hub. Not even BR-PT. Why?
